Abstract: THE CORPS OF ENGINEERS USES ENG FORM 3925 AND ENG FORM 3925B (OPTIONAL FORM FOR USE BY INLAND WATERWAYS OPERATORS) AS THE BASIC INSTRUMENTS T COLLECT WATERBORNE STATISTICS. THE DATA COLLECTED DETAILS THE MOVEMEN OF THE FREIGHT AND PASSENGERS ON THE U.S. NAVIGABLE WATERWAYS AND HARBORS. IT IS ALSO CRITICAL TO THE ENFORCEMENT OF THE "HARBOR MAINTENANCE TAX" AUTHORIZED UNDER SECTION 1402 OF P.L. 99-662.
