Abstract: THE COMMUNICATIONS ACT AUTHORIZES THE FCC TO DETERMINE THE QUALIFICATIONS OF RADIO OPERATORS AND TO LICENSE THOSE FOUND QUALIFIED THIS FORM IS USED BY COMMERCIAL RADIO OPERATORS TO DETERMINE THEIR QUALIFICATIONS FOR A LICENSE. THE DATA IS USED TO MAKE THE DETERMINATION FOR THE LICENSE.
