the condition, to which ED has agreed per 10/12/93 phon call, that
the definition of the term "group underrepresented in graduate
education" refer to "ethnic and minority groups" rather than
"ethnics and minorities". ED has indicated that this term will be
revised for next year's performance report, to be consistent with
the definition developed in final regulations that will be issued
prior to that time. In redesigning the form, ED shall consider two
additional changes to improve the usefulness of the data: -- Set a
higher performance standard for "good academic standing," whi is
generally defined by universities as a 2.0 grade-point average. Th
standard appears too low to be a useful measure of student
performance in a graduate-school preparation program. -- Reconsider
the tracking of students who were dismissed or withdrew from the
school for academic reasons. Such students are not likely
candidates for graduate-school education. Simple retention in
college may be a low indicator of program performance.
