question 14, AMS failed to provide an adequate explanation of
changes in burden. OMB requested information regarding the specific
changes made from the proposed rule to the final rule which
resulted in the burden changes. However, AMS failed to describe the
specific rule change and provided only a mathematical explanation
for the increased burden. As a result, OMB disapproves this
ICR.

THE 1990 FARM BILL INSTRUCTS THE
SECRETARY OF AGRICULTURE TO ESTABLISH REQUIREMENTS FOR
RECORDKEEPING BY ALL CERTIFIED APPLICATORS OF FEDERAL RESTRICTED
USE PESTICIDES. THE RECORDS ARE NEEDED TO PROVIDE WRITTEN REPORTS
