Abstract: OWNERS/OPERATORS OF PETROLEUM REFINERIES ARE REQUIRED TO GIVE NOTICE OF CONSTRUCTION, MODIFICATION, STARTUP, SHUTDOWN, AND MALFUNCTIONS. THEY MUST ALSO REPORT ANY EXCESS EMISSIONS OF PARTICULATE, S02, AND CO. THIS INFORMATION IS USED TO IDENTIFY SOURCE SUBJECT TO THE STANDARD AND TO MONITOR PROPER USE OF EMISSION CONTROL EQUIPMENT.
