PERSONNEL (IN FULL-TIME
EQUIVALENCY OF ASSIGNMENT) EMPLOYED AND NEEDED TO PROVIDE SPECIAL
EDUCATION AND RELATED SERVICES FOR CHILDREN AND YOUTH WITH
DISABILITIES

amended by ED's memoranda to OMB of 3/1/93 and 3/15/93. States
responding to this form may opt to report along their own
disability categories. ED has agreed to explain that this optional
reporting will be used in designing a preferred method to
categorize teachers, and to seek assistance from states in
developing this method -- In addition, ED will not collect
information on the reasons for State personnel vacancies, limiting
the utility of the data from this report. ED shall discuss how such
information could be collected from States at its meeting of Part B
Data Managers in late March. Prior to the next submission of this
clearance package, ED shall indicate the results of this
consultation, and report on how the information collected from
current and proposed forms assists in the development o policies
and funding priorities for the Personnel Training program. -- These
consultation and revision activities shall be made part of th
overall review of special education data collections, which will
determine both the extent of current duplication and the need for
additional, policy-relevant data in the future. Recommended
revisions to these forms and related statutory or regulatory
provisions shall be submitted to OMB no later than 9/93,
preferrably as part of ED's reauthorization proposal. We note that
ED's three projects on special education teacher retention will not
produce results until early 1995, making other activities
imperative for reauthorization.

IDEAS AND FOR MONITORING, PLANNING, AND REPORTING TO CONGRESS AND
OTHERS.
