the two exceptions indicated by ED in the cover memorandum, is
granted. We note that the Even Start law requires ED's upcoming
repor to Congress to address effectiveness, which shall be the
principal emphasis of this report; ED will also include descriptive
data from Even Start projects in the first and second years of
operation, but su data shall not be reported as indicating
effectiveness. -- Last, the proper burden for this study was not
accounted for in the previous clearance. We have corrected the
burden as part of this clearance.

THE EVEN START EVALUATION IS
COLLECTING, ANALYZING, AND REPORTING DATA ON ALL EVEN START LOCAL
GRANTEES THAT STARTED THEIR PROJECTS IN 1989 O 1990. THIS AMENDMENT
WOULD ADD RECENT GRANTEES THAT STARTED IN 1991 O 1992 AND WOULD
CHANGE ONE FORM. AS WITH THE EARLIER GRANTEE COHORTS, LOCAL
PROJECTS WOULD COLLECT THE DATA AND SEND THEM TO A CONTRACTOR FOR
ANALYSIS AND REPORTING.
