New
collection (Request for a new OMB Control Number)
This request is
approved except for the payment of respondents. OMB regulations at
5 CFR 1320.6 state that OMB will not approve collections of
information where respondents are paid gifts or other forms of
remuneration. VA has not demonstrated why for each of the
particular populations a low response rate would be expected. OMB
must approve any changes to the data collection instruments that
result from conducting the pretest.
