assured that this student impact study will only be used to assess
the feasibility of whether impact can be related to participation
in a choice program like that of Minnesota; the sample of students
whose records will be assessed may not represent all students
participating in this program. ED shall report that the 40 schools
fr which student records were obtained represent only those schools
with high number or proportion of students transferring in, and
thus do not represent the universe of schools in the Minnesota Open
Enrollment program.
