The SAFAH
application, previously approved by OMB, has been approved for use
through 12/31/94. OMB does not approved the use of the SAFAH Annual
Progress Report. The need for this information and the significant
estimated burden (200 hours per grantee) has not been justified.
HUD, however, has agreed to re-examine this proposed APR per
telephone conversation with James Forsberg on 10/20/92. OMB will
work with HUD to evaluate the draft APR and expeditiously review
any revisions that both agencies agree to. HUD specifically should
make an effort to consult with one or two of the affected grantees
to determine their ability to provide the information. In addition,
HUD must justify its need for any annual reporting based on the
operation of the program and its funding levels.
