Terms of Clearance: Approved as amended by ED's 10/15/92 memorandum to OMB. Approval is conditional on revisions needed to ensure practical utility, including -- ED shall not collect detailed enrollment data by CIP code at this time. A working group including OVAE, NCES, and NCRVE will soon issue recommendations about a national vocational education data system. Th performance report may be modified based on the working group's recommendations; accordingly, one-year clearance is granted. -- Because the data collected by this report will primarily be used to assist in monitoring Federally funded programs, States shall report on enrollment by program area only for students in Federally funded programs. ED's instructions shall be revised to make this explicit. -- In the narrative instructions, ED shall add language that asks Stat to report on progress they have made in achieveing the goals and objectives outlined in their State plans. -- ED shall delete from the cover page the second and third descriptio of how these data may be used, which do not address State monitoring. -- ED shall not collect data on future need for teachers, since these data would be based on State projections that may questionable. -- ED shall not make any conclusions about program performance based o State nominations of exemplary performance, absent further validation. --ED shall explain more clearly what "use of funds requirements" mean on p. 4 of the narrative instructions.

Abstract: THIS REPORT WILL IDENTIFY STUDENTS SERVED IN SPECIAL POPULATIONS, INDICATE THOSE STATES IN NEED OF TECHNICAL ASSISTANCE TO IMPROVE THE NUMBERS OF THOSE STUDENTS, AND PROVIDE TREND DATA IN A MULTI-YEAR STUD TO DEMONSTRATE THE EFFECTIVENESS OF VOCATIONAL EDUCATION IN MEETING TH NEEDS OF YOUTH AND ADULTS.
