The Pretest for
TAPS II is approved for use through 2/93 under the following
conditions: 1) On the most current version of the survey dated
10/27/92, NCHS deletes questions 1 (a-j), 38 (a-c), and 71
(a-c).These questions test respondent awareness of cigarette and
snuff advertising relative to other products and overall awareness
of cigarette and snuff advertising. OMB disapproves these questions
on the basis that they alone have limited practical utility for
understanding the causes or characteristics of teenage cigarette
and snuff consumption. In particu- lar, question 1 does not
adequately control for duration and investmen in the various
advertising campaigns, the media used, or the targetted consumers.
To fully comprehend the nature of advertising's impact and related
factors, NCHS in coordination with the Federal Trade Commissi
should conduct a thorough literature search and design a more
extensive instrument devoted to this issue; 2) the Pretest should
include an imbedded sample validation (i.e. reinterview using
psycho social questions.); and 3) From the first draft instrument,
NCHS should insert back in the following questions: 2 (b-d), 20
(b-c) amending to reference State or city law and the same for
questions 22 (f-g), question 46 amended to reference "your"
teachers that you have "seen" smoking. These question capture
additional epidemiological data and awareness of public polici
