Short-term
approval is granted for this collection, since ED expects t publish
a notice of guidelines for the submission of ability-to-benefi
tests within this time frame. Upon publication of that notice, ED
shall resubmit this information collection, and shall include the
poli guidance provided in that notice. -- OMB notes that ED failed
to submit a clearance package for this program following the
emergency clearance that was granted December 14 1990. ED has
continued to collect the information requested since tha time,
while resubmitting the application only in June 1992. The failur to
maintain clearance for an application process that continued during
that time represents a violation of the PRA, a fact that OMB
indicated to ED several months ago.
