Approved as amended by ED's 8/19/92 memorandum to OMB. In addition, E has agreed to meet the following conditions: -- Analyses of these data shall not draw conclusions about factors associated with successful continuation of service projects after the Federal grant has expired, if those factors have also been found to be present in projects that did not continue service projects following t Federal grant. -- ED shall assess the feasibility of asking schools in the FY1990b cohort to complete the Base Year Survey of Institutions, since these schools will have just completed their grant period. This addition to the sample would provide a more comprehensive data base than only surveying schools in the FY 1991 cohort. ED shall report on this to OMB as soon as possible, and revise the sampling plan ifappropriate -- ED's case study component will be based solely on diversity of participating schools and projects, not on perceived project success. -- ED shall explain how the school clusters in the student tutor sampl will yield a representative sample of tutors, and provide this to OMB for review as soon as possible. -- ED shall revise Q. 24 to add a skip from 24A to 25, and changing 24 to read: "How and why has enrollment fluctuated?(Base-year survey) -- ED shall add a follow-up to Q. 19 of the Student Tutor survey, whic asks what other activities the student has participated in.

THE STUDY DESCRIBED IN THE SUPPORTING STATEMENT IS DESIGNED TO (1) DESCRIBE AND ASSESS THE OPERATIONS AND EFFECTS OF THE SLC PROGRAM NATIONWIDE, (2) IDENTIFY INNOVATIVE AND NOTEWORTHY PRACTICES IN THE ADMINISTRATION AND OPERATION OF COLLEGE-BASED LITERACY PROGRAMS, AND ( DISCOVER LESSONS THAT WILL HELP ED AND PRACTITIONERS IN DESIGNING FUTU STUDENT SERVICE INITIATIVES.
