agreed to meet the following conditions: -- Information collected
from site visits shall not be used to draw conclusions about the
program as a whole, since this information is no generalizable.
Site visit information may be used to describe program operations
at the particular sites visited, or to draw preliminary hypotheses
about program effects that would require validation in futu
generalizable studies. -- ED shall note on the cover of each survey
instrument that participation is voluntary. -- ED shall revise Q.
B9 of the grantee surveys to request a ranking o only the top 5
criteria used to select applicants. -- Q. A4 of the participant
surveysshall be analyzed only in the context of other information
about a participant's history in the program, since breaks from the
program may be taken for a variety of reasons.

93-380) IN 1974. INFORMATION FOR PLANNING PURPOSES IS NEEDED BY
