meet the following conditions: -- Large proporietary schools, many
of which offer less-than-two-year degrees, shall complete the full
IPEDS package. These large institutions should not be exempted from
this requirement on the groun that they are small businesses. ED
shall submit its proposed cut-off point for which institutions
receive the full package, vs. the consolidated form for the smaller
schools, to OMB prior to adminsterin the next IPEDS. -- ED shall
provide OMB with a justification as to the utility of information
on which services a school contracts for or receives throu a
donation. This question appears on an EEO form, and appears to have
little connection to the subject of that form.

POSTSECONDARY EDUCATION, ITS' PROVIDERS, ENROLLMENTS, COMPLETIONS
(BY PROGRAM AND RACE/ETHNICITY OF RECIPIENTS), FINANCE, STAFF AND
SALARIES. DATA ARE USED TO CREATE SAMPLING FRAMES, CONDUCT
INSTITUTIONAL RESEARCH AND CARRY OUT MANDATES FOR THE BUREAU OF THE
CENSUS, OFFICE FOR CIVIL RIGHTS, AND NCES.
