meet the following conditions: -- Add a question or questions
asking the respondent's assessment of t relative financial and
paperwork burden of paying an ICL, vs. other types of student loans
of a similar loan amount. -- Ensure that any sample replacement is
accompanied by sufficient methodological controls to guard against
bias. -- Collect financial aid transcripts from the participating
institutio to ensure high quality data, at minimal burden to the
students on participation in different loan programs, and delete
Qs. 9 and 10 of t two surveys which currently collect this
information. If this cannot done, provide OMB with an explanation
as to why not. -- Provide guidance to respondents regarding how
they should answer the two questions on each survey about
non-educational loans, in cases where a respodnent and spouse took
these loans out together. Absent such guidance, respondents may
provide duplicative data.

PARTICIPATING IN THE INCOME-CONTINGENT LOAN DEMONSTRATION PROJECT
AND FROM FORMER FINANCIAL AID RECIPIENTS NO LONGER ENROLLED AT
THESE INSTITUTIONS TO DETERMINE THE FEASIBILITY OF EXPANDING THE
PROJECT TO A DIRECT STUDENT LOAN PROGRAM.
