we note the limitations of this study, which will not assess the
program's impact on individuals with disabilities due to the short
time frame since program inception. Most of this program has not
been fully implemented, and impacts on individuals will become
clearer in t next several years. This study assesses programmatic
effects on the design of State systemsthat serve the disabled.
