addition, NEA has agreed to assess whether adding a specif
requirement that panelists who have collaborated with a grant
applican within some definite past time period, should recuse
themselves due to a conflict of interest; this criterion is used by
other grant-making agencies, including NEH and NSF.Upon the next
submission of this clearance package, NEA shall have either revised
their "Standards of Conduct" guidelines accordingly, or explain why
panelists need not be governed by such a criterion.

THE FORM WILL BE USED TO COLLECT BASIC
INFORMATION FROM QUALIFIED INDIVIDUALS WHO HAVE BEEN RECOMMENDED
FOR POSSIBLE PANEL SERVICE. INFORMATION WILL BE ENTERED INTO A
COMPUTER DATA BASE WHICH WILL SERVE AS A REFERENCE TOOL FOR
ENDOWMENT STAFF TO AID IN ASSEMBLING ADVISORY PANELS WHICH MEET
CONGRESSIONAL REQUIREMENTS FOR BROAD REPRESENTATION.
