HUD has violated the Paperwork Reduction Act (5 CFR 1320.4) which states that "An agency shall not engage in a collection of information without obtaining Office of Management and Budget approval of the collection of information and displaying a currently valid OMB control number..." Furthermore, "Notwithstanding any other provision law, no person shall be subject to any penalty for failure to comply with any collection of information (1) That does notdisplay a currentl valid OMB control number..."
