ED has agreed to meet the following terms: -- Exploratory data
collected in this study are will not be nationally representative,
and will be presented accordingly. -- ED shall collect information
from schools in districts with "mid- poverty" status from both
Chapter 1 and non-Chapter 1 schools. ED sha submit its school
sampling plan for this strata for OMB review as an addendum to this
clearance package. -- ED shall make appropriate adjustments to the
questionnaires as as determined during OMB review, and shall submit
the revised instruments to OMB as soon as possible.

THIS STUDY OF CHAPTER 1 RESOURCE
ALLOCATION EXAMINES A PURPOSIVE SAMPL OF 120 SCHOOLS IN SIX STATES
SELECTED BY DEGREE OF EQUALIZATION ACROSS SCHOOL DISTRICTS IN EACH
STATE TO DETERMINE DIFFERENCES IN CHAPTER 1 SERVICES BETWEEN LOW
AND HIGH POVERTY SCHOOLS AND VARIOUS LEVELS OF LOCAL
FUNDING.
