amended by NSF's 11/26/91 memorandum to OMB. In addition, NSF shall
devote sufficient resources to achieving as close to a 100%
response rate as possible. Because these addresses may constitute
the sampling frame for a longitudinal study of REU participants,
the updat data list should remain representative of the underlying
population; this would best be accomplished through a high response
rate. If NSF cannot meet this goal, the Foundation shall address
how the longitudinal sample will remain representative of the
underlying population, given that some level of non-response is
likely to occur i that study.
