ED has agreed to meet the following conditions: -- ED shall submit
for OMB review and approval its plan for how FIPSE and FIRST will
collaborate in the administration of this competition a the
operation of projects receiving awards. -- ED shall submit for OMB
review and approval its plan for the evaluation of activities
funded under this program as a whole, and specifically its plan for
how ED will use the information collected to address the problem of
low student achievement identified in the notic -- ED shall submit
for OMB review and approval its dissemination plan for this
competition, including what information is to be disseminated and
to whom. -- ED shall revise the notice to strongly encourage
applicants to include both an LEA or SEA, as appropriate, and an
IHE in their design proposal. -- ED shall add to p. 6 of the
"Information and Application Procedures materials the note that
applicants under the invitational priority receive no competitive
or absolute preference over other applications.
