Approved under the following conditions to which ED has agreed: -- ED will ensure that the results of his study are coordinated with t Department's general policy review regarding satisfactory progress and student eligibility for Title IV, HEA aid. -- ED shall account for the differences in student clientele between various categories of institutions (research universities, four-year colleges and universities, community colleges, technical colleges, etc in analyzing and reporting these data. -- ED shall revise Qs. 4 and 6 of the survey instrument to instruct respondents to rank only those reasons which are applicable, not all reasons listed. -- ED shall revise Q. 9 of the survey instrument to ask when satisfactory progress requirements have changed since 1986. -- Last, OMB notes the limitations of this study, given the difficulty of assessing any causal relationships between varying definitions of "satisfactory progress" and student outcomes. We also note that the small sample size may result in a high degree of variance in the sampl data, though ED has committed to improve this factor through ensuring response rate of at leat 80%. ED should note these caveats in any reports written based on these data.
