Terms of Clearance: -- The participant group component of this study is approved, as amended by ED's memoranda to OMB of 8/12/91 and 8/19/91. In addition, ED shall make all revisions to the survey instruments that were discussed in its 8/12 memo, and shall clarify the distinction between current and planned employment in new Q. 10 of the Student Follow-up Survey, as agreed to by ED on 8/23. -- As ED and OMB agreed on 8/22, the comparison group component of this study is not yet approved. ED shall develop a second comparison grouop of students at non-SSS colleges, who match participant students at SSS colleges as closely as possible. This will explicitly add a second level of analysis, in addition to that conducted between the participant group and the first comparison group of students at the SSS colleges. Without this second level of analysis, OMB questions the practical utility of the study, since statistical adjustments may produce inaccurate estimates of program effects because the institutional effects of the program would not be explicitly addressed in terms of student outcomes. -- Should additional resources be required in order to introduce a second comparison group, OMB endorses this expenditure. -- ED shall deliver a revised study design to OMB to incorporate this amendment to the initial proposal by December 1, 1991. OMB will revie and act on this addendum to the clearance package expeditiously.

Abstract: THE STUDY WILL PROVIDE INFORMATION FOR A REPORT TO CONGRESS ON THE CHARACTERISTICS OF FEDERALLY FUNDED STUDENT SUPPORT SERVICE PROGRAMS A THE OUTCOME OF THE PROGRAM FOR PARTICIPANTS. PROJECT AND INSTITUTIONA STAFF, STUDENT PARTICIPANTS, AND COMPARISON GROUP STUDENTS WILL BE SURVEYED.
