SECTION 6305 OF THE TECHNICAL
MISCELLANEOUS REVENUE ACT OF 1988 PROVIDED FOR TREATING CERTAIN
SERVICE PROVIDERS AS OTHER THAN EMPLOYEES FOR EMPLOYMENT TAX
PURPOSES IF SEVERAL CONDITIONS WERE MET. ONE OF THE CONDITIONS WERE
THAT INFORMATION RETURNS BE ISSUED TO SERVICE PROVIDERS. THE
LEGISLATION REQUIRES TREASURY TO STUDY COMPLIANCE WITH ISSUING
INFORMATION RETURNS.
