OMB retains the
right to review any individual information clearance request based
on comments received by EPA or OMB during the individual 8(a) rule
comment period. EPA will inform OMB of major comments that pertain
to the information sought. In addition, EPA shall publish burden
hour estimates in the preamble and provide OMB annual summaries of
the total burden hours imposed by all 8(a) rules promulgated during
the previous year. EPA should revise the burden estimate to reflect
expected change in use of the 8(a) chemical specific rules since
none of these rules has been promulgated in the last three
years.

SECTION 8(A) RULES REQUIRE PERSONS TO
REPORT TO EPA (AND KEEP RECORDS) IF THEY MANUFACTURE, IMPORT, OR
PROCESS OR PROPOSE TO MANUFACTURE, IMPORT, OR PROCESS THE CHEMICAL
SUBSTANCE OR MIXTURE IDENTIFIED IN THE 8(A) RULE. THIS NOTICE
ENABLES EPA TO MONITOR THE PRODUCTION, IMPORTATION, AND USE OF THE
IDENTIFIED CHEMICAL SUBSTANCE OR MIXTURE.
