In addition, we note the following conditions: -- ED should not
infer correlation between practices and outcomes base on case study
data alone. These case studies may illustrate findings from the
related GAO study in greater depth, and provide explanatory
information on what occurred at the sites visited. Any analyses or
reports prepared by ED should include the caveat that no evidence
exis to suggest that the same outcomes would occur elsewhere, given
the practices of the sites visited. -- ED should delete all
references to "exemplary practices," and make clear that reports of
outcomes represent respondent opinion and not objective criteria.
-- ED should ensure that sufficient variation exists in the sites
visited, along socioeconomic and demographic measures.
