rule that State or local governments can submit any plan that has
already been developed, as lo as it pertains to the neighborhood in
question. 2) HUD shall provide information on the actual number of
local and State governments that have submitted plans. 3) HUD shall
discuss why no consultations with State or local governments took
place, and discuss whether HUD has consulted with persons outside
HUD in the resubmission.

THE RULE REQUIRES STATE AND LOCAL
GOVERNMENT TO SUBMIT A PLAN TO HUD DESCRIBING THE PROGRAM OF
NEIGHBORHOOD REDEVELOPMENT. HUD MUST ACCEPT THE PLAN BEFORE
EXEMPTING A SECTION 203(K) REHABILITATION LOAN FROM THE SEVEN UNIT
RULE.
