4/16/91 memoranda to OMB. In addition, ED has agreed to the
following terms: o ED will review the RTI summer term site data to
ensure that the fu range of variables of interest will be
represented in each state, and local project sites across States.
ED should submit the matrix identifying proposed local sites and
their features, based on the five variables of interest, to OMB for
review prior to the final selection (OMB will work within the
approval schedule of the ED COTR in this review). o ED will request
a definition of LEP from the local projects, to assess the extent
to which differences in services to this population are a function
of different definitions, a opposed to real service-level
distinctions between similarly defined groups of LEP students.

AND LOCAL PROJECTS, AND (2) IDENTIFY AND DESCRIBE FUNDING
MECHANISMS THAT WOULD MORE EQUITABLY AND ADEQUATELY ALLOCATE
MIGRANT SUMMER SCHOOL SERVICES, ESPECIALLY FOR CURRENTLY MIGRATORY
CHILDREN.
