OMB approves
this information collection request, as amended by ED's memoranda
to OMB of 3/12/91 and 3/29/91. In addition, ED should provide OMB
with an analysis of factors that will determine whether th ID
numbers of respondents and their three friends will appear on the
public release tape, and an explanation of how these data will be
used if they do not appear on the public release tape. At ED's
request, OMB leaves open the issue of whether or not to test first
graders in the fall, prior to the spring testing which is n in
question. ED and OMB will meet to resolve this issue at an
appropriate future date. Finally, OMB notes that in developing the
sample of LEP students who receive the relevant questionnaires, ED
should account for the problems of data quality and reliability
that exist in the Annual Survey of Bilingual Education, if this
State-based count mechanism affects the sampling.

THE LONGITUDINAL STUDY OF CHAPTER 1
WILL COLLECT DATA ANNUALLY BEGINNI IN THE SPRING OF 1991 AND
CONTINUING THROUGH THE SPRING OF 1996. DATA WILL BE COLLECTED FROM
CHILDREN, THEIR PARENTS, THEIR TEACHERS, PRINCIPALS AND THE CHAPTER
1 DISTRICT COORDINATOR. THE PURPOSE OF THE DATA COLLECTION IS TO
ASSESS THE IMPACT OF SIGNIFICANT PARTICIPATION I CHAPTER
