collection of information is approved through March 31, 1992, sin
the interim rule requiring this collection is subject to change.
The reporting requirements appear burdensome, although they may be
necessa to enforce legal requirements. The U.S. Department of
Agriculture should also consult directly with users of the program
to estimate the burden more accurately and to identify any means of
reducing the burde without sacrificing the necessary oversight of
transactions. A brief report of the results of these actions must
be included in the next request for review.
