memorandum to OMB. In addition, ED should meet the following
conditions: o ED should use data drawn from the case studies only
to draw conclusions about the range of evaluation practices, as
checked agains the results from the mail surveys to draw general
conclusions about evaluation practices, and to provide detailed
examples to clarify and explain the survey results. The case study
data, as ED has noted, wil not provide statistically reliable
results. o ED should provide OMB with revised instruments as soon
as they are available.

LITTLE EXISTS ON THE NATURE AND
UTILITY OF THE CONGRESSIONALLY MANDATED TITLE VII PROJECT
EVALUATION SYSTEM. THE GOAL OF THIS STUDY IS TO DESCRIBE LOCAL
EVALUATION PRACTICES AND TO ASSESS RELATED MATERIALS AND TACHNICAL
ASSISTANCE SUPPORTED BY USED. THE STUDY WILL LEAD TO
RECOMMENDATIONS FOR IMPROVING THE SYSTEM.
