Abstract: UNDER SECTION 3720A OF TITLE 31, U.S. CODE, THE RAILROAD RETIREMENT BOARD (RRB) IS AUTHORIZED TO REFER TO THE INTERNAL REVENUE SERVICE LEGALLY ENFORCEABLE DEBTS FOR COLLECTION BY OFFSET AGAINST TAX REFUNDS OWED TO INDIVIDUALS BY THE GOVERNMENT. THE COLLECTION OBTAINS INFORMATION FROM OVERPAID BENEFICIARIES UNDER THE RAILROAD RETIREMENT
