OMB approves
this information collection for one year, in light o the upcoming
reauthorization of the Higher Education Act. OMB expects the
Department to reconsider its emphasis on awarding funds solely as
result of ex-post data, rather than also basing grant awards on
institutional plans for endowment building through fund-raising and
other means of increasing independence and self-sufficiency. This
reconsideration should be made within the context of
reauthorization, and ED should revise the application where
approporiate.
