We have approved
HUD forms 2881-A, 2881-B, 2882-A, 2882-B, and 2883, as submitted to
this office on 8/23/90, for 15 months. We understand that the final
rule making these forms effective will be published in CY1990. When
resubmitted for OMB review, HUD shall assess whether these forms
have achieved the desired results, shall discuss any problems, such
as completeness or quality, that may have arisen with respect to
the information reported on these forms, and shall determine
whether revisions that may reduce the reporting burden would be
consistent with the goals of this program.

THE PROPOSED RULE WILL REQUIRE EACH
PERSON WHO MAKES EXPENDITURES TOTALLING $10,000 OR MORE IN A
CALENDAR YEAR TO INFLUENCE A DEPARTMENTAL DECISION TO REPORT ON
THEIR EXPENDITURES TO HUD. IT ALSO REQUIRES LOBBYISTS RETAINED TO
INFLUENCE A DEPARTMENTAL DECISION TO REGISTER AND REPORT ANNUALLY
ON RECEIPTS TOTALLING $10,000 OR MORE.
