MAINE INDUSTRY. (I) CHEMICAL TESTIN INFORMATION COLLECTION IS
NECESSARY FOR IMPROVING THE COAST GUARD'S CAPABILITY TO DETECT AND
REDUCE DRUG USE BY COMMERCIAL MARINERS. (II) MARINE CASUALTY
INFORMATION COLLECTION IS NECESSARY FOR INFORMING THE COAST GUARD
OF COMMERCIAL VESSEL ACCIDENTS INVOLVING DEATH, SERIOU INJURY,
MATERIAL LOSS OF VESSELS, OR SEAWORTHINESS OF VESSELS, AS
