This ICR for
pulp and paper mills is approved as revised on August 10 and August
13 for the requested two years. The information in this census is
to support regulatory investigations under, not only the Cle Water
Act's effluent guideline limitation programs, but also the Clean
Air Act's NSPS and NESHAP and RCRA's sludge disposal program. Given
the information needs of various EPA offices, OMB finds the ICR has
practical utility. The waste minimization section may provide an
insufficient basis for extrapolating a waste minimization action
taken at one or several sites (with their unique characteristics)
to the whole industry. As a result, EPA should carefully evaluate
the generalizability of the data and the need to conduct a
follow-up study of any waste minimization approaches during EPA's
wastestream sampling.
