OMB approves
this information package under the following terms: 1. The Interim
Report verifies that Harris fellows are enrolled full time, and
requires that participating institutions submit their defini tion
of full-time enrollment. 2. ED clarifies whether institutions pay
monthly stipends to fellows during summer months while said fellows
are not enrolled full-time in a study or research program, or
whether the school may set monthly stipend amounts through division
by twelve but only make payments for a nine-month academic year,
and adjusts the for accordingly. 3. ED revises the Performance
Report to ask for: -- the month and year in which fellows completed
studies (qstn. 1 rather than the date when the fellow earned a
degree, and -- the month and year in which fellows dropped out of
the program during academic year 1990 (qstn. III). 4. ED corrects
the grammar in question III. 5. The narrative statement on the
Performance Report will exist for this clearance cycle only, and
the Department will develop standardize questions based on the
responses which will be part of the next Perfor mance Report
cleared by OMB.

FELLOWSHIPS AND TO AID IN EFFECTIVE PROGRAM MANAGEMENT.
