In accordance
with the Paperwork Reduction Act and 5 CFR 1320, this information
collection is approved for use through November, 1991. Before OSMRE
resubmits this collection for subsequent OMB review, the bureau
should examine, and explain what actions, if any, it has taken to
minimize the burden on SOAP applicants of providing information on
the "probable hydrological consequences of the surface mining and
reclamation operations..." in 48 FR 44777 (30 CFR 795.9(b)(1))
cross referenced to 30 CFR 780.21(f) and 784.14(e). Where OSMRE
contracts t obtain this data for SOAP applicants or supplies it
directly to applicants, OSMRE should examine the possibility of
using automated data processing or other advanced technology to
make general hydrological information directly available to
applicants in a more timely manner.

OPERATORS UNDER SECTION 507(C) OF P.L. 95-87. THE INFORMATION
REQUEST WILL PROVIDE THE REGULATORY AUTHORITY WITH DATA TO
DETERMINE THE ELIGIBILITY OF THE APPLICANT AND THE CAPABILITY AND
