This paperwork
is approved with the following provision: Based on the
justification provided, the requirement that bus manufacturers keep
the tests on file for three years appears unnecessary. Thus, this
section of the paperwork is not approved. Once made public, the
report is available at the test facility, along with all other test
reports. Clearly it would be easier for transit authorities to
collect all tests from one source rather than collecting test
reports from each individual manufacturer. Moreover, it is in the
bus manufacturer's interest to have the report available as long as
it is necessary. Further justification is required, therefore,
before this element of the paperwork package can be approved.
