OMB is assigning
one hour of burden to the information collection requirements
contained in this NPRM. When this rule goes final, HUD must
increase the burden estimate for this information collection to the
burden level actually borne by the public. This burden increase
must be accounted for as a progra change increase.

RULE WAS ESTABLISHED TO PROVIDE AN
ALTERNATIVE RENT (OTHER THAN INCOME-BASED RENT) CHARGED TENANTS IN
PUBLIC HOUSING. A LIMIT IS PLACED ON THE AMOUNT OF RENT THESE
TENANTS SHOULD PAY. THE TENANTS WILL BENEFIT FROM THE CEILING RENT
NO MORE THAN THREE YEARS.
