Abstract: THIS INTERNATIONAL STUDY IS INTENDED TO DEVELOP A UNIFIED DEFINITION O LITERACY AND MEASURE THE COMPARATIVE ABILITY OF EDUCATIONAL SYSTEMS TO TEACH LITERACY. FOURTH AND NINTH GRADERS WILL RESPOND TO READING TEST READING ACTIVITY, AND STUDENT QUESTIONNAIRES. READING TEACHERS AND PRINCIPALS WILL RESPOND TO SPECIFIC QUESTIONNAIRES.
