In accordance
with the Paperwork Reduction Act and 5 CFR 1320, this information
collection is approved through September 31, 1990. We have approved
this collection for six months in order to allow time for ongoing
consultation with the Forest Service regarding the long term
practical utility of this information collection while at the same
time avoiding disruption of the Agency's ongoing activities. When
the Forest Service resubmits this information collection for OMB
review we suggest the Service address the following issues: (1)
Could the Forest Service assess the fair market value and establish
minimum timber stumpage value using less burdensome approaches such
as Transaction Evidence Appraisal or residual value appraisal based
on statistical sampling combined with randon audits of individual
timber firms? (2) Establishing a consistent analytic methodology
for estimating the fair market value of timber and setting the
minimum stumpage value across all of the Nation's National Forest
regions. We look forward to meeting with the Forest Service to
discuss these issues.
