Terms of Clearance: This ICR is for the final PCB manifesting and notification rule and is approved for three years at the first year burden level. EPA shall submit an ICW in one year to reduce the burden to the long term averag of 13,676 hours (program decrease). EPA has adequately responded to comments on the ICR for the proposed rule (see OMB comment number 2070-0099).

Abstract: THIS RULE REQUIRES: 1) HANDLERS OF PCB WASTES TO OBTAIN ID NUMBERS, 2) DISCREPANCIES IN MANIFESTED WASTE TO BE REPORTED TO EPA, 3) STORERS OF PCB WASTES TO SUBMIT CLOSURE PLANS AND FINANCIAL ASSURANCE FOR EPA APPROVAL OF THEIR FACILITIES. THESE REQUIREMENTS WILL ENABLE EPA TO MONITOR THE MOVEMENT AND ULTIMATE DISPOSAL OF PCB'S FOR COMPLIANCE PUPOSES.
