TO DETERMINE THE USEFULNESS OF OBD
SYSTEMS TO THE CONSUMER, EPA PLANS TO CONDUCT A RESTRICTED
NATIONWIDE TELEPHONE SURVEY OF VEHICLE OWNERS. THIS SURVEY OF
VEHICLE OWNERS WILL PROVIDE DATA WHICH MAY BE USED TO ASSESS AND
AMEND CURRENT EMISSION REGULATIONS AS WELL AS TO PROVIDE DATA ON
THE RELATIVE BENEFITS AND COSTS OF OBD REGULATIONS.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
