THE 1990 DECENNIAL CENSUS WILL COV THE
POPULATION AND HOUSING CHARACTERISTICS OF ALL RESIDENTS IN THE 50
STATES AND THE DISTRICT OF COLUMBIA. ARTICLE 1, SECTION 2 OF THE
UNIT STATES CONSTITUTION CALLS FOR A CENSUS TO BE CONDUCTED AT
LEAST EVERY 10 YEARS AS A MEANS OF EQUITABLY APPORTIONING
CONGRESSIONAL REPRESENTATIVES AMONG THE STATES. CENSUS DATA ARE
ALSO USED BY THE STATES TO DRAW CONGRESSIONAL OR STATE LEGISLATIVE
DISTRICT BOUNDARIES.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
