EMERGENCY MANAGEMENT, DISASTER
ASSISTANCE, PROGRAM PLANNING EVALUATIO FEMA NEEDS TO DETERMINE THE
OPERATIONAL CAPABILITY OF GOVERNMENTS TO PROTECT CITIZENS IN THE
EVENT OF PEACETIME EMERGENCIES. THE DRQ IS USED TO ASSESS THE
EFFECTIVENESS OF RESPONSE TO ACTUAL DISASTERS AND EVALUATE THE
USEFULNESS OF FEMA PROGRAMS TO PROVIDE NEEDED CAPABILITIES. THE
RESPONDENTS ARE STATE AND LOCAL GOVERNMENT AFFECTED BY SIGNIFICANT
EMERGENCIES.
