continued. Customs' proposed revision to the Air Cargo Manifest
stimulated several adverse comments from the air transportation
industry which Customs has discussed with industry representatives.
It is our understanding that Customs has provided further
information which has allayed most of the industry's concerns.
However, we believe that Customs should provide new instructions
for the revised form clearly setting out when airlines must begin
to use the new air cargo manifest, alternatives available for
filers not using electronic systems, and guidance for the
transition to the new reporting requirement (continued use of the
current format, attachment of airway bills, missing information on
electronic records). Customs should resubmit the revised form with
new instructions for review unde the Paperwork Reduction Act.
Provision of the requested information will enable OMB to complete
its review of the proposed revisions without requiring the full
60-day period for public comment, since the public has had a chance
to comment on this proposal.
