Abstract: THE OPERATING PLAN PREPARED BY RESPONDENTS PROVIDES INFORMATION ABOUT PROPOSED MINING OPERATIONS, BEFORE THEY BEGIN, SO THAT ENVIRONMENTAL IMPACTS CAN BE ANTICIPATED AND MINIMIZED.
